Disabled Parking Information
California State University San Marcos provides disabled parking spaces for persons who possess a valid DMV placard/license plate. Disabled parking spaces are located in parking lots B, C, E, H, J, K, N, O, W and Parking Structure 1 and Parking Structure 2.
For students, faculty, and staff of Cal State San Marcos a DMV plate/placard must be properly displayed along with a paid CSUSM parking permit when parking in a disabled parking space.

Campus Parking Services Policy
All faculty, staff, students, and visitors who park their vehicles on campus during Parking Services' hours of enforcement are required to have a paid parking session for the time period in which they park on campus.
Education Code Section 67301(a)
Except as otherwise provided in this section, students with disabilities and persons providing transportation to students with disabilities shall be required to display a valid parking permit, if applicable, for the campus attended.
*At CSUSM, a paid parking session is required in lieu of displaying a parking permit.
Title V of California Code of Regulations §42201
(a) Permission of the president of a campus to stop, park or leave standing a vehicle on property of a campus may be granted to persons who have paid a parking fee or have been granted a parking fee waiver subject to the limits and conditions in subsection (b)(6). The fee and refund of the fee shall be in accordance with schedules approved by the Trustees. Proportionate charges shall be made for lesser periods or occasional use of parking areas. Payment of prescribed parking fees by deposit of coins in mechanical devices provided by the campus shall constitute compliance with this section. Evidence of compliance with this section shall be demonstrated by display in plain view on each vehicle of a valid parking permit or by other means prescribed by the president.
(b) The payment of a fee shall not be required of:
(6) Students with disabilities who possess a distinguishing license plate or placard issued by the State of California's Department of Motor Vehicles or by the appropriate authority of another state, and who have demonstrated financial need for parking fee financial assistance as determined by the campus president according to the need analysis procedure for campus based financial aid authorized by Title IV of the federal Higher Education Act of 1965, as amended (20 U.S.C. s 1087kk et seq.), and have received a campus parking fee waiver. California Vehicle Code 22511.55:
(a) (1) A disabled person or disabled veteran may apply to the department for the issuance of a distinguishing placard. The placard may be used in lieu of the special license plate or plates issued under Section 5007 for parking purposes described in Section 22511.5 when (A) suspended from the rearview mirror, (B) if there is no rearview mirror, when displayed on the dashboard of a vehicle, or (C) inserted in a clip designated for a distinguishing placard and installed by the manufacturer on the driver's side of the front window. It is the intent of the Legislature to encourage the use of distinguishing placards because they provide law enforcement officers with a more readily recognizable symbol for distinguishing vehicles qualified for the parking privilege. The placard shall be the size, shape, and color determined by the department and shall bear the International Symbol of Access adopted pursuant to Section 3 of Public Law 100-641, commonly known as the "wheelchair symbol." The department shall incorporate instructions for the lawful use of a placard, and a summary of the penalties for the unlawful use of a placard, into the identification card issued to the placard owner.
